Action Plan 2019-2020
The IDU Action Plan respects AREI's strategy, which is divided into two main areas:,
- the regional involvement of the Continent in the application of governance and procedural rules and the training of the themes identified and adopted
- the regional involvement of the Continent for the approval by the Interim Technical Committee of the AREI of as many projects as possible in order to bring them to the Board of Directors for adoption and enable multi and bilateral partners to act, financial partners to get involved and finally the private sector to be able to fully play its role as a dynamic vector.
This strategy should be supported by maximum digital communication, thus creating the understanding and involvement of all stakeholders on a constant basis.
The role of the private sector in achieving the objectives in the renewable energy sector on our continent being essential - the maximum digitalisation and the involvement of institutions specialised in renewable energies at regional, continental and international level, will allow permanent contact between all public, private and civil society actors.
The first axis of the 2019-2020 strategy is devoted to training and the application of the accompanying rules to obtain the realisation of as many renewable energy projects as possible in our countries, regions and our continent in general will take place during the regional meetings.
The regional meetings will focus on themes chosen according to the identified weaknesses of the region to create an immediate improvement in understanding at the end of the workshops and rapid implementation.
This axis is essential to enable the whole continent to be aware of the rights and obligations of the parties for an inclusive dynamic development of all actors (public-private) in renewable energies.
The second axis of the 2019-2020 strategy is the labelling of projects with an interim technical committee in order to label and bring to the Board of Directors for adoption as many projects as possible so that the commitments obtained at COP 21 can be achieved, but also to enable the private sector to play its role as a driving force for the development of renewable energies and to enable it to use the financial tools made available by financial institutions such as the AfDB - the BEI - the AFD and others, but also the new financing guarantee platforms proposed for renewable energies such as the European Union's €4 billion guarantee fund launched in Johannesburg - a fund enabling accessible financing of €40 billion under traditional financial rules.
To achieve the objectives identified for 2019-2020, it is proposed by the IDU to organize in 2019
- two ordinary Boards of Directors, in the margins of the African Union summits
- two Extraordinary Boards of Directors, for the adoption of projects, including:
The first in Conakry in May 2019 on the sidelines of the planned forum on renewable energies;
The second in New York in September 2019 on the sidelines of the United Nations summit.
In 2020, it is proposed to organize:
- two ordinary Boards of Directors on the margins of African Union summits (during which projects will be brought forward for adoption)
- an Extraordinary Board of Directors on the sidelines of the United Nations Summit in New York in September 2020 for the exclusive adoption of new projects by the Board.
The new AREI portal will be the digital, innovative and up-to-date instrument that will provide real-time progress and will be a powerful tool for training, integration of all renewable energy projects in Africa, information and communication for the various stakeholders, as well as promoting their projects for funding research if necessary.
These guidelines of the 2019-2020 strategy have been presented in an IDU Programme of Activities Action Plan.
The proposal for an Interim Technical Committee - to respond to the urgency of the project proposal for adoption by the Board of Directors - made up of the focal points of the member countries of the Board of Directors - is a recommendation of the Continental Restitution Meeting held in Conakry on 30 January 2019.
